John Paolucci’s Career and Experience
My law enforcement career started in the housing projects of the South Bronx in 1992 when the murder rate in New York City surpassed 2000 homicides annually. Responding to and searching crime scenes was all in a day’s work.
After working uniform patrol I became an undercover in the narcotics bureau for three years, stepping into dangerous situations to buy narcotics mostly in the Washington Heights section of Manhattan.
I was promoted to detective after 18 months in narcotics and remained in the narcotics bureau for a total of 3 years.
From undercover, I was promoted to sergeant and returned to patrol in Central Harlem. From there I went back to investigations in the Traffic Control Division and Internal Affairs Bureau before finding a permanent home in the Forensic Investigations Division. I spent four years as a supervisor in the Crime Scene Unit where I responded to hundreds of death scene investigations until I was selected to command a brand new unit called the OCME Liaison Unit.
In the OCME Liaison Unit, I was the “Single point of contact” in the NYPD for anything related to DNA evidence. I also trained NYPD personnel and outside agencies (including federal agencies) on protocols for DNA evidence identification, documentation and collection. My unit was awarded the coveted “Unit Citation” by the mayor and police commissioner of NYC after only 1 year in operation.
Having established myself as a dedicated professional, I have managed to stay very busy in retirement. Within months of joining civilian life I was engaged in cases in NYC, Kentucky and even Paraguay where I traveled to exhume a body for DNA evidence collection as part of an insurance fraud investigation.
I have worked on murder cases throughout the united states and trained investigators from all over the world in crime scene investigation and analysis, particularly in the disciplines of shooting incident reconstruction and bloodstain pattern analysis. I have attended conferences as a presenter/speaker in Rome, Italy and Panama City, Panama as well as numerous domestic conferences as an attendee and a presenter/speaker.
John sets up targets to teach students about distance determination at a shooting incident reconstruction class.
